SB 9 Projects

On January 1, 2022, Senate Bill 9 (the California Housing Opportunity and More Efficiency (HOME) Act) went into effect. The bill allows a housing development containing two residential units on one lot within the R1 (Single-Family Residential) zoning district without discretionary review or a public hearing, subject to certain criteria. SB 9 also allows a lot split to create two lots from one lot (AKA "urban lot split") in the R1 zoning district without discretionary review or a public hearing, subject to certain criteria. The provisions of SB 9 are applied in tandem with the City's existing Accessory Dwelling Unit (ADU/JADU) standards, resulting in the potential for up to four units on an eligible R1-zoned property.

On December 14, 2021, City Council adopted Objective Standards for SB 9 projects intended to provide applicants and property owners with a clear understanding of the City’s expectation for developments in single-family residential zones.  Effective January 2022, eligible housing developments and urban lot splits shall be designed according to such Objective Standards along with other established and applicable objective requirements. The Los Altos SB 9 project eligibility and objective design standards can be found in Resolution No. 2021-57.
