City Manager Weekly Update - December 2, 2016

Holiday Closures
For the past few years, it has been the practice to close City Hall and Recreation & Community Services for the week between the Christmas and New Year’s holidays (December 27-30 in 2016). Staff has reviewed the possibility of remaining open that week, however an adequate amount of staff is not available to provide even limited customer service during that time. Therefore, both City Hall and Recreation will be closed this year during that time. It is our plan to remain open during that week in 2017. City staff will be asked to plan their vacations accordingly. Police and Maintenance Services will remain open during the 2016 holidays.

Holiday Tree Lighting

Holiday Tree Lighting Tonight in Downtown Los Altos
Bring the family downtown this evening, Friday, December 2nd at 6:00 p.m. for the Annual Holiday Tree Lighting and a visit with the jolly one they call Saint Nick! The Los Altos Village Association will host this annual event in Veterans Community Plaza located at the corner of Main and State Streets in downtown Los Altos. The event will feature free train rides, carols by the Bullis Charter School Sonore Choir and Mountain View High School Madrigals, and holiday refreshments provided by local businesses and community groups.

City Council Reorganization & New Mayor Reception
Please join the Los Altos City Council in honoring outgoing Councilmember Megan Satterlee and for the annual Council reorganization in which the new Mayor will be selected on Tuesday, December 13, 2016 at 5:00 p.m. in the Community Meeting Chambers at Los Altos City Hall, 1 N. San Antonio Road. A community reception will follow at the Los Altos Youth Center.

City Council Election
On November 8th, the City conducted an election for three seats on the City Council. The Santa Clara County Registrar of Voters has counted those ballots cast in the election. The results of the City Council election fell within the threshold for an automatic recount. The Registrar of Voters is conducting the recount and will certify the final results of the election on December 8th. Once the results are certified, the City Council will adopt a Resolution confirming the results and declaring those individuals elected to the City Council. A Council reorganization meeting has been scheduled for December 13th at which time the elected Councilmembers will be sworn in and seated on the Council.

Aircraft Noise Update
The final meeting of the Select Committee on South Bay Arrivals (Committee) was held on November 17, 2016 and the Committee’s final report has been completed and is now posted on the City website. The Final Report transmittal letter, authored by Select Committee Chair and Santa Clara County Fifth District Supervisor Joe Simitian, was sent with the Report to Congressmembers Eshoo, Farr and Speier who established the Select Committee.

The Report is almost 30 pages but the Recommendations are succinctly summarized as:

  • Fly at higher altitudes;
  • Fly over locations with fewer people;
  • Avoid noisy flight maneuvers; and,
  • Implement noise reducing retrofits where possible.

The Select Committee addressed the issue of the SERFR flight procedure/path in favor of a flight procedure/path along the ground track formerly used for the BSR flight procedure/path. This is on page 5 of the Report, item 1.2 Feasibility Group 2: Transition the SERFR Standard Terminal Arrival Route (STAR) Back to the BSR Ground Track Prior to EPICK.

Supervisor Simitian concludes his letter with, “Having conveyed these Recommendations to you, we now ask that you continue your engagement with the FAA to ensure their timely implementation to the fullest extent practicable. The Committee believes these Recommendations have the potential to provide real relief. We hope that relief arrives sooner rather than later.”

Water Conservation

Water Conservation - A California Way of Life
On November 30, 2016, State agencies released for public comment a draft plan for achieving long-term efficient water use and meeting drought preparedness goals that reflect California’s diverse climate, landscape, and demographic conditions.

The Draft Report addresses elements of Governor Brown’s Executive Order B-37-16, which asked five state agencies to develop a framework for using water more wisely, eliminating water waste, strengthening local drought resilience, and improving agricultural water use efficiency and drought planning. The public agencies, including the Department of Water Resources, State Water Board, California Energy Commission, Public Utilities Commission, and Department of Food and Agriculture, will accept comments on the report through December 19, 2016. The state encourages the public to submit comments on the draft plan by emailing wue@water.ca.gov.

The new plan’s fundamental premise is that efficient water use helps all of California better prepare for longer and more severe droughts caused by climate change. California recently suffered the driest four years in state history, with only average rainfall last year, and 75 percent of the state remains in severe drought conditions. Meanwhile, a new report from UCLA projects that the Sierra Nevada snowpack - one of California’s largest sources of water supply - is likely to drop 50 percent by the end of the century due to climate change. Recognizing these risks and many others, today’s plan seeks permanent changes to water use that boost efficiency and prepare for more limited water supplies. These practices will help achieve a top priority in the Governor’s Water Action Plan - to “Make Conservation a California Way of Life.”

The plan builds on the success of mandatory water restrictions during California’s severe drought and develops long-term water conservation measures that will ensure all communities have sufficient water supplies. This will involve activities such as ensuring farmers plan and prepare for severe drought and permanently banning wasteful practices like hosing off sidewalks and driveways.

Key water conservation efforts included in today’s plan are:

  • Permanent bans on wasteful practices, such as hosing driveways and excessively watering lawns
  • Technical assistance and financial incentives for water suppliers to implement leak prevention, detection, and repair programs
  • Collecting information about innovative water conservation and water loss detection and control technologies
  • Requiring agricultural water suppliers to quantify water use in their service areas and describe measures to increase water use efficiency
  • Full compliance with water use targets for urban water suppliers by 2025
  • Planning and preparing for continued and future drought and water shortages

The plan, entitled, Making Water Conservation a California Way of Life, Implementing Executive Order B-37-16, is the result of extensive community and stakeholder engagement across California. The plan was prepared by the Department of Water Resources, the State Water Resources Control Board, the Public Utilities Commission, Department of Food and Agriculture and the Energy Commission. The City’s local water retailer, California Water Service, is diligently reviewing the plan to determine how it will impact water users in Los Altos.

Permit Tracking Software Being Reviewed
Permit tracking software is currently being reviewed by the Community Development Department along with the Public Works Department. Presentations have been given to staff by software vendors and the information gained at these presentations is being analyzed to assist in the determination of which suite of software will best suit City needs. The permit tracking software presently used by the City is no longer supported and it was clear from the presentations by software vendors that new programs offer a wider range of tools that will better allow staff to track, manage, and archive the plans and documents that are part of all development applications.

Los Altos Community Investments Project and Public Park at Downtown Parking Plaza 7
Staff is preparing the agenda reports for the upcoming December 13, 2016 regular meeting of the City Council and Study Session with the Planning and Transportation Commission. At the regular meeting, City Council will review an Exclusive Negotiating Rights Agreement between the City and Los Altos Community Investments that, if granted, will allow each to further evaluate the potential for a public-private partnership that could result in the development of a park with underground parking at Parking Plaza 7. At the joint workshop with the Planning and Transportation Commission, the City Council will have an opportunity to provide feedback to the Los Altos Community Investments team on two concepts for a mixed use building to be developed on properties they own adjacent to First Street. One concept is for a two-story mixed use building and the second concept is for three story building. Although a formal application for a project has not been submitted yet, staff has provided some feedback to the Los Altos Community Investments Team and they are taking this feed back into consideration. Each of the two proposals to be shared at Tuesday’s meeting include a concept for a public park on Parking Plaza 7.

Training on the Horizon
Staff has been in contact with a land use consulting group and has requested a proposal to provide land use and design review training intended to provide skills that can be used when decision-making bodies consider and review development applications. The goal is to have the training tailored to the unique circumstances and qualities of Los Altos and provide a foundation of review by which projects that meet with community expectations and goals can be fostered and achieved. More on this in the future.

Public Survey-Emergency Preparedness
The Santa Clara Operational Area recently kicked off its hazard mitigation initiative and we want to hear from you! What is hazard mitigation? Hazard mitigation is any action that protects you, your family, and your belongings by lessening the impact of a disaster on you. Every community needs to have a hazard mitigation plan approved by FEMA and adopted in order to be eligible for certain types of pre- and post-disaster grant funding. Without the plan, we don’t get the funding. Without the funding, we can’t recover from disasters.

Here’s where you come in… The contents of the plan will have a direct effect on you and how you recover from disaster. As a result, we want to partner with you in developing this plan. We want to hear about what concerns you the most and what impact disasters have had on you and your family. We want your feedback through your participation in public meetings. We want your edits and suggestions to the plan as drafts become available for review.

CERT Training Exercise

CERT Training
Interested in learning how you can be of service to your neighborhood and community when recovering from a disaster such as earthquake, fire or flood? Our fire service providers, Santa Clara County Fire Department, will host their next Community Emergency Response Team (CERT) Training in Campbell beginning Tuesday, January 10. This training series will be held each Tuesday and Thursday through January 26 from 6:00 p.m. - 9:00 p.m. and January 28 from 9:30 a.m. - 12:30 p.m. The cost is $35, which covers basic personal protective equipment. The CERT program educates people about disaster preparedness for hazards that may impact their immediate area and trains them in basic disaster response skills such as fire safety, light search and rescue, team organization and disaster medical operations. To register, contact Santa Clara County Fire Department at (408) 378-4010 or communityoutreach@sccfd.org. Participants must be age 16 or over and must attend each training date to become certified.

Operation Second Chance
The Los Altos Police Department is once again participating in Operation Second Chance. This county-wide program runs December 1 through 31 and provides individuals with non-violent misdemeanor criminal and traffic warrants an opportunity to receive a citation with a new court date in lieu of being booked into the County Jail. Individuals can go to any Santa Clara County law enforcement agency to receive their warrant citation, which will require a new “Promise to Appear” in court date. Operation Second Chance is directed towards most misdemeanor warrants, no matter what the bail is, including those warrants stamped “No Cite and Release,” and “No Bail.”

The following warrants DO NOT qualify for this program:

  • Felony warrants
  • Warrants involving violence (including all domestic violence warrants)
  • Warrants involving a firearm
  • Warrants involving resisting arrest
  • Warrants involving giving false information to a peace officer

Persons with these types of warrants however, are urged to take this opportunity to turn themselves in so they can resolve their matter in court. More than 3,300 people have taken advantage of the Operation Second Chance program over the past decade and avoided spending the holidays in jail by self-surrendering. Preparing Downtown for the Holidays
The Parks crew has completed decorating the two large palm trees at the corner of San Antonio Road and W. Edith Avenue across from City Hall. In years past we had used traditional white holiday lights, but this year we opted to use energy efficient LED lights. This allowed us to double the number of lights, creating a more dazzling effect while still saving energy. The crew also went with the latest trend in palm tree lighting and put green LED lights on the palm fronds. This gives a tropical holiday look which is appropriate for palm trees. Additionally, the Parks crew trimmed trees and planted holiday plants in downtown pots. 

Festival of Lights

Other Maintenance Updates
The Sewer crew continued to perform ongoing flushing and root foaming to maintain the sewer system. The Street crew supported the set-up of the 39th Annual Festival of Lights Parade and did a wonderful job of cleaning up downtown after the event. They were also busy cleaning up storm drain inlets after the weekend storms. In addition to the holiday preparation work downtown, the Parks crew cleaned up the monument sign median island at Foothill Expressway/Springer Road/Fremont Avenue and planted drought tolerant plants. The Facilities crew worked on ongoing maintenance of buildings and fleet.

The Village at San Antonio Center Phase II Public Improvements
Staff attended a pre-construction meeting with the City of Mountain View and Devcon Construction regarding public improvements as part of the San Antonio Center Phase II construction. In Los Altos, the public improvements will be on San Antonio Road bounded by El Camino Real and 150’ to the west on San Antonio Road. The work includes adding a second left turn lane for northbound San Antonio Road by shifting the existing median west, curb ramp upgrades, traffic signal modifications and striping modifications. Devcon anticipates the work to begin in January 2017 with an estimated completion date in April/May 2017. Additional information will be forthcoming as construction schedules are updated.

University Avenue at W. Edith Avenue Crosswalk Improvements
Staff is reviewing the 100% design package for crosswalk improvements at University Avenue at W. Edith Avenue. The goal of this project is to install a new continental crosswalk, an enhanced electronic pedestrian crossing device, a bulb-out to shorten the crossing distance and improve pedestrian visibility, and additional signage to improve safety for children walking to Gardner Bullis Elementary School. Staff anticipates advertising for bids in early January 2017.

Structural Reach Replacement

Sewer Improvements - Structural Reach Replacement
This Capital Improvement Project replaces segments of pipes throughout the City which have been identified as having moderate to severe structural defects. This week, the City’s contractor, EPS Inc. dba Express Plumbing performed work on the replacement of the sewer main on Dracena Lane using the pipe reaming method. Next week, the contractor will change locations and begin work on St. Charles Court.

Annual Sewer Service Charge Posted on Property Tax Bill
The County of Santa Clara Tax Collector has mailed tax bills to property owners for Fiscal Year 2016/17. Residents are encouraged to review their bill when received. If you have a question on a posted sewer charge, please see the additional information at the link below. Information concerning the sewer appeals process for those with a qualifying condition is also available online. The deadline to file an appeal is December 31, 2016. The Senior Program hosted a wonderfully successful Thanksgiving Luncheon on Friday, November 18th. The meal was catered through Chef Lamont Perriman with entertainment provided by Phil Ackerly. Community Services Agency (CSA) provided a presentation highlighting their services and brought goody bags to share with each participant. We also had a wonderful group of volunteers who assisted in set-up, clean-up and serving. The Senior Program is looking forward to its next Holiday Luncheon on Friday, December 16th!
