Phase II of the First Street Utility Undergrounding Project will underground the existing aerial utilities from Main Street to San Antonio Road. The project will be completed utilizing a combination of Rule 20A funds, paid directly by PG&E, and the City’s Capital Improvement Project fund.

Status Updates

Friday, July 22, 2016: The First Street Utility Undergrounding Project is underway and includes undergrounding all overhead utility lines (PG&E, AT&T, and Cablecom) and removal of utility poles on First Street from Parking Plaza 1 to San Antonio Road. Construction work occurs Monday through Friday and is scheduled to conclude mid-September, 2016. This week PG&E and its subcontractor, Accu-Bore, saw cut the first stage of the joint utility trench on First Street. Crews also installed a temporary utility pole and anchor in Parking Plaza 1. The temporary pole will enable the removal of sidewalk anchors which currently block pedestrian sidewalk access adjacent to the Parking Plaza. The pole and its anchor will be removed at the end of the project. Next week, PG&E will be installing new underground equipment which will impact the intersections of First Street and Main Street as well as the intersection of Foothill Expressway and Main Street. A planned power outage is scheduled for Thursday and Friday, July 28 and July 29, 2016, from 4:00 a.m. until 6:00 a.m. Effected property owners have been notified of the upcoming work by PG&E. If unsafe weather conditions or an unforeseen emergency force PG&E to cancel work, PG&E will do its best to contact customers.

Friday, July 29, 2016: Over the last week, PG&E and CableCom transferred existing utility facilities to the new temporary pole installed in Parking Plaza 1. The temporary pole will enable the removal of sidewalk anchors which currently block pedestrian sidewalk access adjacent to the parking plaza. The pole and its anchor will be removed at the end of the project.

Friday, September 16, 2016: PG&E and its subcontractor, Accubore, continue work on the aerial to underground utility conversion project on First Street. During recent underground construction, crews encountered unforeseen buried obstacles on First Street and are working to develop strategies to address the conflicts. Work is expected to resume on the First Street entrances of Parking Plaza 1 upon the completion of the driveway approach improvement project.

Friday, October 21, 2016: The installation of utility conduits and related subsurface vaults has been completed in Parking Plaza 1 and on First Street between Main and Whitney Streets. The services of Paradiso Mechanical Inc. have been secured for the removal of the three underground storage tanks uncovered in September. Work will continue on First Street down to Lyell Street and on Lyell Street to the midblock alley.

Friday, November 10, 2016: PG&E and its subcontractor, Accubore, continue work on the aerial to underground utility conversion project on First Street. Friday, December 23, 2016: PG&E and its subcontractor, Accubore, have been working diligently to convert all overhead utility lines (PG&E, AT&T, and Cablecom) to underground and removing utility poles on First Street from Parking Plaza 1 to San Antonio Road. Soon after the project was initiated, the contractor unexpectedly encountered a cluster of five underground storage tanks (UST). This discovery resulted in the contractor modifying their work sequencing to work around the UST site, which provided the City time to address this unforeseen condition. The City has since retained a qualified firm for UST removal and successfully removed all five tanks last week. All required UST removal procedures were followed and necessary remediation was performed. The PG&E contractor regained full access of the site and was able to complete all the conduit installation this week. It is anticipated they will return in early 2017 to perform the installation of cabling and transformers. The utility poles and associated wiring are expected to be removed in spring 2017.

Friday, February 24, 2017: An abandoned septic tank was discovered in Plaza South as part of the First Street Utility Undergrounding Project. City crews worked to make the area safe by filling the space with a self-compacting cementitious material.

Friday, March 3, 2017: PG&E construction crews completed the conversion and energization of the existing overhead electrical lines to the underground system. Electrical service lines and associated facilities have been removed from the utility poles on First Street. AT&T and Comcast crews will follow with the installation of new lines and pole removal in spring 2017.

Monday, April 24, 2017: PG&E and its subcontractor Mission Contractors will begin the sidewalk and pavement restoration work on First Street between Main and Lylle Streets this week. The work will involve the removal and replacement of the temporary asphalt patching currently in place. The work is scheduled to be completed by May 19, 2017. On-street parking located adjacent to the sidewalk replacement zones will be unavailable while this work is underway. Partial road closures with directional traffic control measures will be in place as needed. First Street merchants are receiving project notification today by the contractor. Please be sure to heed 'No Parking' signs.

Wednesday, August 9, 2017: PG&E and it’s crews have completed the sidewalk, street, curb and gutter restoration work associated with the project. AT&T and Comcast Cable have placed phone and cable lines in the new underground conduits and are in the process of individual property service conversions. AT&T estimates the work to be completed by early fall 2017.
